Transfers $62,500,000 in nonrecurring funds from the General Fund to the State Capital and Infrastructure Fund for the 2020-2021 fiscal year.

Appropriates the transferred funds to four capital improvement projects: DHHS/Dix Campus Relocation ($17,000,000), Western Carolina University Steam Plant Project ($16,500,000), East Carolina University Brody School of Medicine ($15,000,000), and North Carolina State University S.T.E.M. Building ($14,000,000).

Requires North Carolina State University to secure at least $80,000,000 in non-State funding by June 30, 2022, to match the State's $80,000,000 allocation for the S.T.E.M. Building project.

Conditions funding for the East Carolina University Brody School of Medicine project on an affiliation agreement requiring that at least 45% of the primary affiliated teaching hospital's Board of Trustees be appointed by the University of North Carolina Board of Governors.

Becomes effective July 1, 2020.
