Appropriates $2,000,000 in nonrecurring funds from the Coronavirus Relief Fund to the Department of Health and Human Services for the 2020-2021 fiscal year.

Funds data matching efforts to identify, contact, and enroll children and families currently receiving unemployment insurance benefits who are eligible for multiple federally funded assistance programs.

Provides technology and temporary staffing resources to enroll families in urgent need of assistance due to COVID-19 who have never previously interacted with the Division of Social Services.

Establishes capacity for a public-focused awareness campaign to encourage enrollment in federally funded benefits programs for families newly eligible due to the COVID-19 pandemic.

Requires the Department of Health and Human Services to report on fund usage to the House and Senate Appropriations Committees and Fiscal Research Division by March 1, 2021; act becomes effective July 1, 2020 and expires December 30, 2020.
