Establishes a House Select Committee on Combating Systemic Racism consisting of 28 members: 14 from the majority party and 14 from the minority party, appointed by the Speaker.

Committee shall study systemic racism in six areas: criminal justice, State government operations, economic opportunities, education, health, and housing.

Committee cochairs may establish subcommittees as needed and may meet during interim periods between legislative sessions.

Legislative Services Commission shall provide professional staff support and the Director of Legislative Assistants shall provide clerical support to the Committee.

Committee must submit findings and recommendations to the General Assembly no later than December 31, 2020, and shall terminate upon submission of its report or December 31, 2020, whichever occurs first.
