Appropriates $3.6 million for fiscal year 2019-2020 and $7.2 million for fiscal year 2020-2021 to provide salary increases for State Highway Patrol law enforcement officers.

Awards eligible State Highway Patrol officers employed on June 30, 2019 and June 30, 2020 a 2.5% legislative salary increase effective July 1, 2019 and July 1, 2020 respectively, with exceptions for officers on experience-based pay schedules.

Sets entry-level annual salary for State Highway Patrol members at $45,100 for 2019-2020 fiscal year and $46,228 for 2020-2021 fiscal year under an experience-based pay structure.

Grants one-time additional five days of annual leave credited on July 1, 2019 to eligible State Highway Patrol law enforcement officers; the leave has no cash value and cannot be paid out if unused upon separation.

Requires the Office of State Budget and Management to report by May 1, 2020 and May 1, 2021 on expenditure of appropriated funds, including total amounts received, used, and credited to the Pay Plan Reserve.
