Extends the deadline to apply for the Hurricane Florence Agricultural Disaster Program of 2018 for farmers in North Carolina counties that received a presidential or secretarial disaster declaration for Hurricane Michael between January 31, 2019, and February 15, 2019.

Makes farmers eligible for financial assistance for verifiable agricultural commodity losses from Hurricane Michael if their farms are located in designated counties, notwithstanding the original application deadline in S.L. 2018-136.

Requires the Department to accept completed applications for no more than 10 consecutive business days (excluding federal shutdown days), beginning when the act becomes law.

Act expires upon the date the Department completes processing of all validly received applications during the application period.
