Authorizes nonprofit organizations exempt from federal taxation under section 501(c)(3), (c)(4), (c)(5), or (c)(6) to conduct "game nights" where games of chance are played and prizes awarded by raffle to raise funds for the organization.

Requires exempt organizations to obtain a permit from the Alcohol Law Enforcement Branch at least 30 days in advance and pay a $100 fee per game night event, with each organization limited to four events per year and each event not exceeding five hours.

Restricts game nights to only six games: roulette, blackjack, poker, craps, simulated horse race, and merchandise wheel of fortune, with prizes awarded only through raffle (no cash prizes) and operating costs not exceeding event proceeds.

Allows employers with 25 or more employees and trade associations with 25 or more members to host free game night events for employees/members and guests at qualified facilities (establishments with on-premises alcohol permits).

Establishes a vendor permit system for persons providing gaming tables and equipment, requiring a $2,500 annual permit fee and prohibiting those with gambling violations, pending charges, or felony convictions from operating as vendors or being employed by vendors; applies only to areas east of I-26.
