Adds Onslow County to the list of counties where board of commissioner vacancies are filled in accordance with G.S. 153A-27.1, effective when the bill becomes law.

Changes Stokes County Board of Education elections from nonpartisan to partisan beginning in 2020, with candidates participating in primary elections and general elections governed by county officer election laws.

Establishes that in 2020, three members shall be elected to four-year terms, and beginning in 2022, two members shall be elected to four-year terms on the Stokes County Board of Education.

Vacancies on the Stokes County Board of Education for seats elected on a partisan basis beginning in 2020 shall be filled in accordance with G.S. 115C-37.1.

Members elected to the Stokes County Board of Education in 2016 and 2018 retain their existing terms and are not affected by the partisan election changes.
