Prohibits counties and cities from adopting policies, ordinances, or procedures that limit or restrict enforcement of federal immigration laws, declaring any such measures null and void.

Bars counties and cities from prohibiting law enforcement from gathering citizenship or immigration status information, directing officers not to gather such information, or preventing communication of this information to federal authorities.

Authorizes any person to bring injunctive relief actions in General Court of Justice; plaintiffs need not prove special damages or show adequate remedies at law exist, and actions are set for immediate hearing with priority treatment.

Allows successful plaintiffs to recover reasonable attorneys' fees from violating governmental bodies, except when the body acted in reasonable reliance on a court judgment, appellate court opinion, or final Trial Division order; permits courts to assess attorneys' fees against plaintiffs filing bad faith or frivolous actions.

Appropriates $15,000 in nonrecurring funds for fiscal year 2019-2020: $10,000 to the Department of Labor and $5,000 to the Office of State Budget and Management (distributed as $3,000 to the League of Municipalities and $2,000 to the County Commissioners Association) for public education about the act.
