H.B. 14 Summary

• Reconstitutes six boards and commissions to comply with constitutional appointment requirements established by McCrory v. Berger and Cooper v. Berger court decisions

• Adjusts membership composition and appointment authority for Child Care Commission (reducing General Assembly appointments from 8 to 4), Clean Water Management Trust Fund Board of Trustees (reducing from 9 to 7 members), and North Carolina Parks and Recreation Authority (shifting appointments from General Assembly to Governor)

• Reduces Governor-appointed seats on Private Protective Services Board from 7 to 3 and General Assembly-appointed seats from 10 to 6, while maintaining the Secretary of Public Safety as ex officio member

• Modifies Rural Infrastructure Authority and State Building Commission membership to rebalance Governor appointments versus General Assembly recommendations

• Becomes effective July 1, 2019, with all prior decisions and rules of predecessor boards remaining in effect unless modified
