Proposes constitutional amendments to establish nonpartisan redistricting criteria prohibiting use of political affiliations, previous election results, incumbent addresses, and demographic data (except population counts) in drawing electoral districts for Congress and the General Assembly.

Requires electoral districts to be contiguous, compact, and based on population equality, with Congressional districts within 0.1% of ideal population and state legislative districts within 5%.

Establishes a five-member Temporary Redistricting Advisory Commission appointed by legislative leadership to review redistricting plans and conduct at least three public hearings in different geographic regions.

Requires the Legislative Services Office to deliver redistricting bills by April 1 following each decennial census, with all data and methodology made public five legislative days before introduction and at least 10 legislative days between first and second reading.

Submits constitutional amendments to voter approval at the March 2020 primary election, with implementing legislation effective January 1, 2021 if approved.
