Allows Pitt County Schools to start the school year no earlier than the Monday closest to August 19 (instead of August 26) if the State Board of Education approves based on "good cause"

Defines "good cause" as schools in the county having been closed eight or more days per year during any four of the last 10 years due to severe weather, energy shortages, power failures, or other emergencies

Permits Pitt County school calendars to accommodate anticipated makeup days for school closings when an early August start date is approved

Applies only to Pitt County Schools and takes effect beginning with the 2019-2020 school year

Does not affect schools operating under modified calendar schedules that were designated as such in the 2003-2004 school year
