Directs the Legislative Research Commission (LRC) to study the feasibility of requiring individuals to participate in a universal identification program to secure all state-related transactions.

Requires the LRC to examine whether existing North Carolina identification systems, databases, or networks could be adapted to include biometric identification as an additional authentication method.

Mandates the LRC to identify the appropriate state agency for development and maintenance of a universal identification system, assess compliance with higher education and medical privacy laws, and determine financial impacts and implementation timeline.

Requires the LRC to report its findings and any proposed legislation to the 2020 Regular Session of the General Assembly upon its convening.

Becomes effective when signed into law.
