Prohibits operating a vehicle on public streets, highways, or public vehicular areas while using hands to engage in distracted behavior that impairs proper vehicle operation and results in careless, reckless, or heedless driving.

Defines distracted behavior to include use of handheld mobile telephones and handheld electronic devices.

Violations are infractions punishable by a $100 fine and court costs, with no insurance surcharge assessed.

Exempts emergency communications to 911 operators, ambulance services, hospitals, fire departments, and law enforcement agencies.

Exempts law enforcement officers, firefighters, ambulance operators, first responders, public utility/communications service provider employees, and amateur radio operators responding to emergencies from the prohibition while performing official duties.

Becomes effective December 1, 2019, with law enforcement issuing only warning tickets for the first six months.
