Requires bicycle owners age 16 and older to register bicycles used on public streets or highways with the Division of Motor Vehicles, with no certificate of title required.

Establishes an annual bicycle registration fee of $10.00, with revenue directed to the Department of Transportation for bicycle safety projects including lanes, signage, safety education, and helmet grants for minors.

Mandates the Division of Motor Vehicles issue a registration card and plate sized for bicycles to be attached to the rear of the bicycle.

Violation of registration requirements constitutes an infraction punishable by a fine of no more than $25.00.

Becomes effective December 1, 2019, with law enforcement issuing only warning tickets during the first six months after implementation.
