Rescinds all previous applications by the North Carolina General Assembly to Congress requesting a constitutional convention under Article V of the U.S. Constitution, regardless of whether applications sought limited or unlimited amendments.

Cites concerns from former Supreme Court Associate Justice Arthur J. Goldberg and constitutional scholars that a convention could propose sweeping, uncontrolled changes to the Constitution despite state-imposed restrictions.

Urges legislatures of all other states that have applied for constitutional conventions to similarly repeal and withdraw their applications.

Directs the North Carolina Secretary of State to send certified copies of the resolution to all state secretaries of state, state legislative leaders, Congress members, and federal officials including the U.S. Senate and House.

Becomes effective upon ratification.
