H 164 - 2019 Appropriations Act Summary

• Makes base budget appropriations for current operations of North Carolina state agencies, departments, and institutions for the fiscal biennium ending June 30, 2021

• Appropriates funds from the General Fund for maintenance of state departments and agencies as enumerated in the act

• Appropriates funds from the State Highway Fund and State Highway Trust Fund for maintenance and operation of the Department of Transportation

• Appropriates federal block grant funds for the Department of Health and Human Services (DHHS) and for other designated purposes for each fiscal year of the 2019-2021 biennium

• Becomes effective July 1, 2019, with textual provisions applying only to the 2019-2021 fiscal biennium unless provisions clearly indicate longer-term effects
