Increases District Court District 22A from 5 to 6 judges, with the new judge required to be a resident of Iredell County.

Changes candidate eligibility for District 22A judgeships so that only Iredell County residents may be candidates for 4 of the 6 judgeships (increased from 3), while Alexander County residents remain eligible for 2 judgeships.

Adds one magistrate position to Iredell County, increasing its minimum magistrate count from 9 to 10.

Appropriates $67,603 for fiscal year 2019-2020 and $173,808 for fiscal year 2020-2021 to the Administrative Office of the Courts.

New judgeship position becomes effective January 1, 2021, with 2020 elections conducted under the new structure; remaining provisions effective July 1, 2019.
