Extends the State Board of Elections deadline to approve tribal enrollment cards, student identification cards from UNC institutions and community colleges, and employee identification cards issued by state or local government entities for voting purposes to September 15, 2019

Approves use of these identification forms for primaries and elections held in 2019 and 2020, with a subsequent deadline of May 15, 2021 for elections held on or after that date

Requires the State Board to adopt temporary rules on security measures for student and employee identification cards by February 1, 2019

Requires the State Board to adopt permanent rules on security measures for student and employee identification cards by May 15, 2021

Requires the State Board to produce an initial list of participating institutions and employing entities by April 1, 2019
