Appropriates $2,183,333 in recurring funds for fiscal year 2019-2020 and an additional $366,667 for fiscal year 2020-2021 to expand the College Advising Corps program across North Carolina counties.

Intends to appropriate an additional $283,333 in recurring funds for fiscal year 2021-2022 and subsequent years to complete expansion to all 100 counties by year three.

Requires CAC to focus first two years of expansion on Tier 1 and Tier 2 counties, then use year three funds to place advisers in remaining Tier 3 counties.

Mandates CAC match State funds at a rate of $2.00 in non-State funds for every $1.00 in State funds provided.

Requires CAC to submit annual reports by June 1 to the Joint Legislative Education Oversight Committee and Fiscal Research Division on expansion progress, program effectiveness, and State fund usage.
