Repeals Section 2 of S.L. 2019-160, which previously annexed certain territory into the Town of Yanceyville.

Removes approximately 8.203 acres of property located at 2335 Campground Road in Greensboro, Guilford County, from the City of Greensboro's corporate limits, effective June 30, 2020.

Preserves the City of Greensboro's ability to collect or foreclose on any tax liens or special assessments on the removed property from before the effective date.

Revises McDowell County Board of Education district elections to elect members from specific elementary attendance zones beginning in 2020 and 2022, with candidates required to reside in their respective attendance zones.

Establishes four-year terms for McDowell County Board of Education members, with provision for a two-year term in the 1992 election for the fourth-place Marion district vote-getter.
