Changes Guilford County Board of Education elections from partisan to nonpartisan beginning in 2020, with candidates' party affiliations removed from ballots.

Maintains nine-member board structure: eight members elected from single-member districts and one at-large member.

Implements nonpartisan primary and election method with results determined under G.S. 163A-1618, with elections held at the same time as regular county officer elections.

Preserves terms of members elected in 2016 or 2018 under the previous partisan system, allowing them to serve until successors are elected and qualified.

Designates the Guilford County Board of Elections to establish the candidate filing period for nonpartisan elections.
