Creates a Joint Legislative Study Committee on the Sustainability of the North Carolina State Health Plan to examine needs of teachers, state employees, and retirees and recommend redesign options with new payment practices and methodologies.

Committee consists of 4 House members, 4 Senate members, the State Health Plan Executive Administrator, State Treasurer, and representatives from the North Carolina Medical Society, Healthcare Association, Nurses Association, State Employees Association, Retired Government Employees Association, Association of Educators, and Psychiatry Association.

Committee must consider 12 factors in developing recommendations including alternative payment models, pricing transparency, virtual health options, primary care incentives, premium levels, and analysis of five-year cost data and claims information.

Committee shall submit final report to the General Assembly no later than December 15, 2019, and terminate on April 1, 2020, whichever is later.

Prohibits the State Health Plan from implementing reference-based pricing models through December 31, 2020, requiring continued use of Blue Cross Blue Shield of North Carolina Blue Options network at 100% of applicable fee schedules.
