Amends the Charter of the Town of Elon (Chapter 109 of the 1985 Session Laws) by adding Article VI regarding parking ordinances.

Authorizes the board of aldermen to treat each 24-hour period a vehicle remains illegally parked in the same on-street space as a separate offense, allowing separate tickets for each violation.

Permits the board to require towed vehicles be held until all towing fees and outstanding parking penalties are paid in full or a bond is posted, while preserving the right to contest the towing or tickets.

Allows the board to establish wheel lock and towing procedures for vehicles with outstanding parking tickets unpaid for 45 days, with an immobilization fee capped at $50.00, and limits town liability for damage from unauthorized removal attempts.

Effective upon ratification on July 10, 2019.
