Amends the City of Greensboro's charter to authorize establishment of a race- and gender-neutral small business enterprise program to promote small business development in the Greensboro Metropolitan Statistical Area.

Allows the city to define "small business enterprise," establish bid and proposal specifications with subcontracting goals and good-faith effort requirements, and consider bidder compliance with program requirements when awarding contracts.

Permits the city to refuse contract awards to bidders determined to have failed to comply with small business enterprise program requirements.

Designates the program as supplementary to, not a replacement for, existing state requirements for veteran, minority, and women's business participation, with those existing goals taking precedence.

Takes effect upon enactment into law.
