Increases fee ceilings for nursing licensure applications, renewals, and reinstatements, including registered nurse renewal from $100 to $200 and licensed practical nurse renewal from $100 to $200 for two-year periods.

Expands Board of Nursing disciplinary powers to include probation, limitations and conditions, voluntary license surrender, public reprimand, letters of concern, and remedial training, with ability to deny, suspend, or revoke licenses.

Establishes new confidentiality protections for Board investigative records while requiring licensees to self-report felonies, driving impairment arrests, and controlled substance arrests within 30 days and allowing Board to share information with other health licensing boards.

Creates appeal procedure allowing licensees to appeal public disciplinary actions to superior court within 30 days and modifies Board authority over nurse recovery and remediation programs for substance use and mental health issues.

Increases program review cycle from every 8 years to every 10 years and allows Board to waive licensing requirements during declared emergencies or disasters.
