Appropriates $121.6 million from the Savings Reserve Account for state match funding for federal disaster assistance programs related to Hurricanes Matthew, Michael, and Florence, plus $17.6 million for water infrastructure matching funds.

Allocates $59.05 million in nonrecurring funds for disaster relief and resiliency including $15 million for local government loans and grants, $15 million to Golden L.E.A.F. for infrastructure repairs, and $5.2 million to Elizabeth City State University for Hurricane Dorian repairs.

Establishes recurring appropriations totaling $1.9 million for FY 2019-2020 and $2.3 million for FY 2020-2021 to support disaster recovery operations, including emergency management positions and the NC 2-1-1 program.

Modifies disaster recovery procedures including requirements for prequalified construction contractors, Community Development Block Grant administration by the Office of Recovery and Resiliency, and quarterly reporting on disaster recovery fund usage with specific performance metrics.

Prohibits use of state funds for new residential construction in 100-year floodplains unless subject to local floodplain management ordinances, and requires homeowners receiving housing assistance to maintain federal flood insurance for future flood losses.
