Amends G.S. 20-279.21(d1) to establish procedures for determining motor vehicle property damage when liability is not disputed and appraisal estimates differ by more than $500.00 or 25% of fair market value, whichever is less.

Requires claimant and insurer to each select a competent appraiser within 20 days of written demand and exchange appraisals within 35 days for opposing appraiser review.

If appraisers disagree, they must select an umpire within 15 days; if they cannot agree, either party may request a magistrate to select the umpire, whose determination of damages is binding and cannot exceed either appraiser's estimate.

Requires appraisers who refuse to appraise the loss or exchange appraisals to pay civil penalties under G.S. 58-2-70; establishes that each party pays their selected appraiser and parties split umpire and appraisal expenses equally.

Takes effect October 1, 2019, and applies to motor vehicle liability policies issued, renewed, or amended on or after that date.
