Amends G.S. 115C-84.2(d) to allow earlier school opening dates for counties with documented severe weather conditions necessitating frequent school closures.

Permits schools to open as early as the Monday closest to August 19 if schools have been closed at least 8 days per year during any 4 of the last 10 years due to severe weather, energy shortages, power failures, or other emergencies.

Allows opening dates as early as the Monday closest to August 12 if schools have been closed 13 days per year during any 4 of the last 10 years, and as early as the Monday closest to August 7 if closed 17 days per year during any 4 of the last 10 years.

Applies exclusively to Ashe County Schools, Avery County Schools, Mitchell County Schools, and Watauga County Schools.

Becomes effective upon enactment and applies beginning with the 2019-2020 school year.
