House Bill 211 Summary

• Clarifies definitions of fuel cell electric vehicles and plug-in electric vehicles to require four-wheeled vehicles with no gasoline engine capability, maximum weight of 8,500 pounds, and minimum speed of 65 mph.

• Removes the signature line requirement from motor vehicle registration cards and allows vehicles with multiple owners to display only two names with "et al." notation.

• Authorizes remote conversion of full provisional licenses to regular licenses for persons age 18 and older who meet eligibility requirements, including current address verification.

• Waives liability insurance lapse penalties and restoration fees for vehicle owners who become residents of another state and register their vehicle out-of-state within 30 days of policy cancellation.

• Requires all vehicle registration plates to be reflectorized using current technology and replaced every seven years, effective July 1, 2020, with special plates replaced by July 1, 2021.

• Exempts autocycles with completely enclosed seating or roll bars from motorcycle helmet requirements, effective October 1, 2019.

• Directs Joint Legislative Transportation Oversight Committee to study feasibility of digital license plates as alternative to physical registration plates.
