Authorizes school faculty and staff members with valid concealed handgun permits to carry handguns on school grounds to respond to acts of violence or imminent threats of violence.

Requires volunteer school faculty guardians to complete 16 hours of active shooter training through the North Carolina Criminal Justice Education and Training Standards Commission's School Faculty Guardian program.

Mandates annual submission of proof of valid concealed handgun permit, demonstrated proficiency with the specific handgun and retention system, and drug testing.

Requires handguns to be concealed at all times except when responding to violence or imminent threats, and permits their possession only during the conduct of duties.

Allows individual school governing bodies to opt out and prohibit handgun possession on their school grounds, and appropriates $500,000 in nonrecurring funds for fiscal year 2019-2020 to establish the training program.
