House Bill 217 Summary

• Requires information technology personal services contracts for state agencies to receive written approval from the Department of Information Technology and Office of State Budget and Management before establishment or renewal.

• Establishes the Information Technology Strategy Board within the Department of Information Technology to advise on IT policies, development of the State Information Technology Plan, and recommend prioritized technology projects to the Governor and General Assembly.

• Repeals the requirement that cable service providers must provide cable service without charge to public buildings located within 125 feet of their cable system, effective January 1, 2020.

• Expands 911 Board duties and definitions to incorporate Next Generation 911 (NG911) network implementation, requires PSAPs to migrate to a State Emergency Services IP Network (ESInet) by July 1, 2021, and mandates telecommunicator training and certification requirements for police dispatchers.

• Authorizes the State Chief Information Officer to classify or reclassify positions in the Department of Information Technology and set salaries within established ranges, and enhances cybersecurity incident reporting and coordination between state agencies.
