Requires physicians or qualified health professionals to inform women immediately before administering mifepristone that medical abortion can be discontinued by not taking misoprostol and taking progesterone instead, with information on how and where to obtain such assistance available on the Department of Health and Human Services website.

Requires physicians or qualified health professionals to provide medical proof of fetal death to the woman immediately before administering misoprostol.

Directs the Department of Health and Human Services to develop and maintain an internet website providing information on how, where, and from whom women can obtain assistance in discontinuing medical abortion, with no collection of visitor information and regular monitoring to prevent tampering.

Requires the Department to update its website with discontinuation assistance information on or before July 1, 2019.

The website requirement becomes effective upon enactment; all other provisions become effective October 1, 2019.
