Establishes that state employees have a duty to report violations of state or federal law, fraud, misappropriation of state resources, gross mismanagement, waste of funds, abuse of authority, and dangers to public health and safety to their supervisor, department head, or appropriate authority.

Prohibits state department heads and supervisory employees from discharging, threatening, or discriminating against employees who report violations or refuse to carry out directives that violate law or endanger public health and safety.

Prohibits any state employee from retaliating against another state employee for reporting violations or refusing to carry out unlawful directives.

Extends whistleblower protections to state employees who report violations to the State Auditor, Program Evaluation Division, or legislative panels and their agents or employees.

Expands requirements for state agencies to provide information and data to legislative committees, commissions, individual legislators, and other legislative panels upon request, effective immediately upon enactment.
