Department of Public Instruction shall contract with Children and Parent Resource Group, Inc., to design, implement, and evaluate a two-year pilot program for students in grades 6-11 in Lincoln, McDowell, Mitchell, and Pitt County Schools during the 2019-2021 fiscal biennium.

Program consists of traveling three-dimensional, interactive, multimedia education assemblies and follow-up applications addressing alcohol and drugs, dangerous driving, violence, and bullying, with goal of teaching students positive life skills and behavioral outcomes.

Children and Parent Resource Group, Inc., must submit initial report by March 1, 2020, and final report by March 1, 2021, to the Joint Legislative Education Oversight Committee and Fiscal Research Division, including expenditure accounting and student outcome data.

General Fund appropriation of $360,000 in nonrecurring funds for each year of the 2019-2021 fiscal biennium to the Department of Public Instruction to implement the program.

Act becomes effective July 1, 2019.
