Allows the State Board of Education to waive the requirement that school openings begin no earlier than the Monday closest to August 26, permitting openings as early as the Monday closest to August 19 upon a showing of good cause.

Defines "good cause" as schools in a local school administrative unit having been closed eight days per year during any four of the last 10 years due to severe weather, energy shortages, power failures, or other emergencies.

Permits local boards of education to revise scheduled closing dates when necessary to comply with minimum instructional day and instructional time requirements.

Exempts schools operating under modified calendars from the standard opening and closing date requirements, consistent with existing law.

Becomes effective immediately upon enactment and applies beginning with the 2019-2020 school year.
