Appropriates $5,000,000 from the General Fund to the Department of Health and Human Services for the 2019-2020 fiscal year to support child advocacy centers.

Allocates up to $100,000 for each child advocacy center in good standing with Children's Advocacy Centers of North Carolina, Inc.

Provides $1,000,000 to Children's Advocacy Centers of North Carolina, Inc., to establish new child advocacy centers in areas where none currently exist.

Allocates $100,000 to Children's Advocacy Centers of North Carolina, Inc., for operational expenses.

Becomes effective July 1, 2019, with any remaining unallocated funds reverting to the General Fund.
