Adds world languages to the North Carolina Teaching Fellows Program, expanding eligibility beyond STEM and special education teacher candidates to include world language teacher licensure areas.

Provides forgivable loans of up to $4,125 per semester to selected students pursuing world language teacher licensure at five approved educator preparation programs.

Loan forgiveness requires recipients to teach in world languages licensure areas for 1 year at low-performing schools or 2 years at other North Carolina public schools, with 10 years after graduation to complete service requirements.

Allocates up to $600,000 annually from the Trust Fund for mentoring and coaching support to loan recipients, with higher support levels ($2,000) for teachers in low-performing schools.

Becomes effective July 1, 2019, and applies to forgivable loans awarded beginning with the 2020-2021 academic year.
