Allows precinct election officials to work on election day even if they cannot attend required instructional meetings, provided they reside in a county with a declared disaster and were displaced as a result.

Requires the county board of elections chairman to verify that displaced officials have attended an instructional meeting within the prior two years, received updates on election procedures since that meeting, and have prior election work experience.

Applies to primary and general elections held on or after the bill becomes law.
