Requires all contractors and subcontractors working on state, institutional, and political subdivision contracts to comply with E-Verify requirements under Article 2 of Chapter 64 of the General Statutes.

Deems boards and governing bodies in compliance if contracts include terms requiring both contractors and subcontractors to meet E-Verify requirements.

Exempts contracts involving travel expenses, purchase of goods and supplies, and certain specific contract types listed under G.S. 143-129(e) and (g).

Expands complaint investigation procedures to allow the Commissioner of Labor to receive complaints about violations of contractor E-Verify requirements and hold hearings to determine violations.

Requires the Department of Labor to maintain and publish a list of entities found in violation of E-Verify requirements; becomes effective October 1, 2019 for contracts awarded, renewed, or amended on or after that date.
