Extends the timeline for Coastal Area Management Act permit appeal review determinations from 15 days to 30 days after a request for a contested case hearing is received.

Authorizes the Department of Environmental Quality Secretary to issue emergency orders during declared states of emergency or disaster to restrict collection, storage, transportation, and disposal of solid waste, with orders expiring no more than 60 days after the emergency declaration ends.

Moves the annual mine reclamation report filing deadline from July 1 to September 1, with penalty assessment and permit revocation deadlines adjusted to September 30 and March 1 respectively.

Requires the Office of Land and Water Stewardship to catalog state land holdings suitable for wildlife habitat and issue requests for proposal if private entities wish to purchase such lands, with requirements for perpetual management and public access where applicable.
