Allows Moore County Schools to conclude the fall semester before December 31 and administer student assessments prior to semester end, deviating from the standard 10-day final assessment window.

Eliminates the "good cause" waiver requirement previously needed for early openings, making the earlier August 10 date automatic for Moore County without State Board of Education approval.

Applies exclusively to Moore County Schools and takes effect beginning the 2019-2020 school year.
