House Bill 250 Summary

• Clarifies Medicaid subrogation rights by defining "beneficiary" to include medical assistance recipients, parents, guardians, heirs, and estate representatives, and establishes that all third-party claims for injury automatically include Medicaid claim recovery.

• Allows utility companies, cable television providers, electronic communications/Internet service providers, and financial institutions to disclose customer information (name, Social Security number, address, phone, account numbers) to the Department of Health and Human Services for child support location and enforcement purposes.

• Establishes the Vocational State Rehabilitation Council with up to 18 appointed members to support the Division of Vocational Rehabilitation Services, in compliance with the Workforce Innovation and Opportunity Act.

• Modifies assisted living administrator certification requirements to include a prohibition on individuals with substantiated findings of neglect, abuse, misappropriation of property, drug diversion, or fraud on the Health Care Personnel Registry.

• Increases State Consumer and Family Advisory Committee appointments from 21 to 23 members by adding one member each to the President Pro Tempore of the Senate, Speaker of the House, and North Carolina Association of County Commissioners appointments; repeals Article 32 of Chapter 90 (Employee Assistance Professionals); expands adoption preplacement assessment provisions; and extends immunity protections for persons reporting and cooperating in child abuse and neglect cases.
