Modifies G.S. 115C-84.2(d) to allow Johnston County Schools local boards to determine school opening and closing dates with greater flexibility than other North Carolina school districts.

Permits Johnston County Schools to open as early as the Monday closest to August 19 (instead of the standard August 26) upon showing good cause, defined as eight or more school closures per year during any four of the last 10 years due to severe weather, energy shortages, power failures, or other emergencies.

Allows Johnston County Schools to adjust scheduled closing dates if necessary to comply with state minimum requirements for instructional days or instructional time.

Exempts schools operating under modified calendars (as designated for the 2003-2004 school year) from these opening and closing date requirements.

Effective upon enactment and applies beginning with the 2019-2020 school year; applies only to Johnston County Schools.
