Amends G.S. 115C-84.2(d) to allow the Roanoke Rapids Graded School District additional flexibility in setting school calendar opening and closing dates.

Permits the State Board of Education to waive the standard August 26 opening date requirement and allow schools to open as early as the Monday closest to August 19 upon showing of good cause.

Defines "good cause" as schools in the administrative unit having been closed eight days per year during any four of the last 10 years due to severe weather, energy shortages, power failures, or other emergencies.

Applies only to Roanoke Rapids Graded School District and becomes effective with the 2019-2020 school year.
