Establishes separate school achievement and school growth grades for all schools on a scale of A, B, C, D, or F, replacing the previous combined performance grade system.

School achievement grades are based on student performance measures (assessments, graduation rates, college/workplace readiness) on a scale where 85+ = A, 70+ = B, 55+ = C, 40+ = D, and below 40 = F.

School growth grades are calculated using the Education Value-Added Assessment System (EVAAS) on a scale where 90+ = A, 80+ = B, 70+ = C, 60+ = D, and below 60 = F.

Overall school performance scores remain calculated by weighting achievement at 80% and growth at 20%, converted to a 100-point scale with corresponding letter grades.

Requires separate achievement and growth scores and grades be reported for student subgroups (economically disadvantaged, racial/ethnic groups, students with disabilities, English learners) and for K-8 schools in reading and mathematics; effective January 1, 2020.
