• Disapproves 35 wastewater treatment and dispersal rules adopted by the North Carolina Commission for Public Health on August 8, 2018, and approved by the Rules Review Commission in October and November 2018.

• Establishes the On-Site Wastewater Task Force with 10 members representing state agencies, industry groups, and professional associations to study and recommend new wastewater rules by February 1, 2020.

• Creates the position of "Authorized On-Site Wastewater Evaluator" for licensed soil scientists certified by the North Carolina On-Site Wastewater Contractors and Inspectors Certification Board to prepare plans and specifications for nonengineered wastewater systems.

• Requires owners using an Authorized On-Site Wastewater Evaluator to submit a notice of intent to construct to local health departments within five business days, with local departments issuing authorization to operate within five business days of receiving required documents and fees.

• Allows local health departments to assess fees up to 30% of cumulative fees for similar permitted systems to support their review duties under this section.
