Ratifies the Equal Rights Amendment to the U.S. Constitution, which prohibits denial or abridgement of equality of rights under the law on account of sex.

Asserts that the seven-year ratification deadline is contained in the resolving clause rather than the amendment text itself and therefore may be disregarded, citing the 27th Amendment's precedent of ratification 203 years after proposal.

References Coleman v. Miller (1939) to argue Congress has authority to determine the validity of state ratifications occurring after time limits in resolving clauses.

Requires the Governor to send certified copies of the act to the Administrator of General Services, the President of the Senate, and the Speaker of the House of Representatives.

Takes effect upon becoming law.
