• Establishes a Joint Study Committee on Parity for First Responders comprised of 5 House members and 5 Senate members appointed by their respective leaders.

• Committee shall study a special separation allowance for state and local firefighters and rescue squad workers with a proposed implementation date of July 1, 2024.

• Committee must determine costs to municipalities, identify available funding sources, develop an actuarially sound funding mechanism, and consider alternative benefit designs.

• Committee shall submit a final report including proposed legislation to the General Assembly on or before the convening of the 2020 Regular Session.

• Committee terminates on May 15, 2020, or upon filing its final report, whichever occurs first.
