Changes the gestational age limit for abortion from 20 weeks to 13 weeks of pregnancy in North Carolina, with exceptions only for medical emergencies.

Allows abortions after the 13-week limit only when performed by a qualified physician in a hospital if there is a medical emergency as defined in G.S. 90-21.81(5).

Requires physicians performing abortions after the 13-week limit to document findings and analysis demonstrating the existence of a medical emergency and submit this information to the Department of Health and Human Services.

Protects patient and physician confidentiality by requiring submitted information to omit identifying details, comply with HIPAA, and remain confidential while being used for statistical purposes only.

Becomes effective December 1, 2019, and applies to all miscarriages or abortions caused or procured on or after that date.
