Extends the sunset date for dam repair special assessment authority from July 1, 2019 to July 1, 2022 for projects authorized under G.S. 153A-210.2(a1).

Authorizes county boards of commissioners to impose special assessments against properties contiguous to and benefiting from two types of privately owned dams: those formerly used for textile mill purposes (forming lakes 225-325 acres) and those formerly used for recreational and flood control purposes (forming lakes 1,100-1,300 acres).

Requires an advisory referendum conducted by the county board of elections for the recreational and flood control dam category, with a specific ballot question format.

Mandates that a majority of referendum voters must approve the special assessment for the recreational and flood control dam category before county commissioners can adopt it by resolution.

Assessments remain valid even after the July 1, 2022 expiration date if a final assessment resolution was adopted prior to the expiration.
